{"id":20899,"date":"2020-11-06T20:58:51","date_gmt":"2020-11-06T17:58:51","guid":{"rendered":"https:\/\/www.al-sindbad.net\/un-agencies-support-resumption-of-cruise-ship-operations\/20899\/"},"modified":"2020-11-06T20:58:51","modified_gmt":"2020-11-06T17:58:51","slug":"un-agencies-support-resumption-of-cruise-ship-operations","status":"publish","type":"post","link":"https:\/\/www.al-sindbad.net\/un-agencies-support-resumption-of-cruise-ship-operations\/20899\/","title":{"rendered":"UN agencies support resumption of cruise ship operations"},"content":{"rendered":"<p><\/p>\n<p><strong>The International Maritime Organization\u00a0(IMO) and the World Tourism Organization (UNWTO) have expressed their support for the safe resumption of cruise ship operations following the COVID-19 pandemic.<\/strong><\/p>\n<p>In a joint statement issued on 5 November, the organizations also encouraged their member states and relevant national and local authorities to designate all seafarers and marine personnel within their jurisdictions as key workers providing an essential service and to remove any barriers to crew changes. <\/p>\n<div class=\"inc-core-heading\">\n<h3>Resumption of cruise services<\/h3>\n<\/div>\n<p>According to information from the cruise industry, about 30 million passengers cruised in 2019. Cruising generates $150 billion for the global economy every year and supports 1.2 million jobs. <\/p>\n<p>Since the World Health Organisation (WHO) declared the global pandemic, Cruise Lines International Association (CLIA) member cruise lines announced a voluntary suspension of operations worldwide, making the sector one of the first to do so. Suspending cruise operations through July 2020 resulted in $50.24 billion in total economic loss, representing over 334,000 jobs and $14.75 billion in wages. <\/p>\n<figure class=\"wp-block-image size-large\"><figcaption>Illustration. Image Courtesy: Carnival Corp<\/figcaption><\/figure>\n<p> During this time of suspension, the cruise industry has been reviewing and enhancing its protocols to determine ways to go further in the protection of the health of passengers, crew and the general public.  <\/p>\n<p>The two UN\u00a0agencies have recognised\u00a0the efforts made by the industry, countries and international organizations to protect the safety, health and well-being of passengers and crew,\u00a0as well as\u00a0the health of the population of destination port states of cruise ships.\u00a0<\/p>\n<p>The joint statement invites\u00a0governments to\u00a0use the\u00a0Guidance on the gradual and safe resumption of operations of cruise ships in the European Union in relation to the COVID-19 pandemic\u00a0to facilitate the recovery of the sector\u00a0under safe conditions,\u00a0as well as\u00a0three framework documents developed by the United\u00a0Kingdom\u2019s\u00a0Chamber of Shipping together with\u00a0CLIA.\u00a0<\/p>\n<p>IMO and UNWTO\u00a0emphasised that the resumption of cruise ship operations\u00a0will\u00a0also\u00a0benefit\u00a0the wider maritime community,\u00a0since passenger\u00a0ships participate in the automated mutual-assistance vessel rescue (AMVER) and are often requested by Rescue Coordination Centres to\u00a0offer assistance to\u00a0ships in distress at sea.\u00a0\u00a0<\/p>\n<p>On 30 October, the US Centers for Disease Control and Prevention (CDC) also issued a Framework for Conditional Sailing Order that introduces a phased approach for the safe and responsible resumption of passenger cruises.<\/p>\n<div class=\"section\">\n<div class=\"block block-related-article\">\n<div class=\"card-rich \">\n\t<a href=\"https:\/\/www.offshore-energy.biz\/cdc-us-cruise-ships-can-resume-sailing-with-phased-approach\/\" class=\"card__lazyload card-rich__image\" style=\"background-image: url('https:\/\/cdn.offshorewind.biz\/file\/sites\/6\/2020\/11\/02145856\/1.jpg')\"><\/p>\n<div class=\"card-rich__element card-rich__time-ago\">\n\t\t\t\t<span class=\"screen-reader-text\">Posted:<\/span> 4 days ago\n\t\t\t<\/div>\n<p>\t\t\t<\/a><\/p>\n<div class=\"card-rich__content\">\n<div class=\"card-rich__partner-label\">\n\t\t\t\t\t<\/div>\n<h3 class=\"card-rich__title\">\n\t\t\t<a href=\"https:\/\/www.offshore-energy.biz\/cdc-us-cruise-ships-can-resume-sailing-with-phased-approach\/\" class=\"card-rich__link\" aria-label=\"Read more about: CDC: US cruise ships can resume sailing with phased approach\"><br \/>\n\t\t\t\tCDC: US cruise ships can resume sailing with phased approach<br \/>\n\t\t\t<\/a><br \/>\n\t\t<\/h3>\n<div class=\"card-rich__element card-rich__meta\">\n\t\t\t\t\t<span class=\"screen-reader-text\">Categories:<\/span><\/p>\n<ul class=\"card-category-list no-list\">\n<li class=\"card-category-list__item\">Safety<\/li>\n<\/ul><\/div>\n<div class=\"card__element card-rich__time-ago\">\n\t\t\t<span class=\"screen-reader-text\">Posted:<\/span> 4 days ago\n\t\t<\/div>\n<\/p><\/div>\n<\/div><\/div>\n<\/p><\/div>\n<p>However, despite the abovementioned incentives calling for resumption of cruises, numerous cruise lines worldwide have extended pause of their ship operations to H1 2021.<\/p>\n<div class=\"inc-core-heading\">\n<h3>IMO reiterates call to designate seafarers as key workers<\/h3>\n<\/div>\n<p>In yesterday&#8217;s statement, the IMO has once again &#8211; now together with UNWTO &#8212; called on governments to designate all seafarers and marine personnel as key workers and remove any barriers to crew changes.<\/p>\n<p>The agencies said that maritime transport is dependent on the 2 million seafarers who operate the world\u2019s merchant ships.
