Mahan<\/a> wrote about an era of technological change and believed that, despite these changes, the importance of sea power remained unchanged. Mahan also believed that a strong merchant marine was as important to seapower and maritime influence as a nation\u2019s naval might. Yet in 2020 only China, by investing heavily in shipbuilding and commercial shipping operations, is following the Mahanian doctrine. The United States Navy may still have the most powerful fleet of warships ever but there remain only <a href=\"https:\/\/www.congress.gov\/116\/meeting\/house\/109032\/witnesses\/HHRG-116-AS28-Wstate-BuzbyM-20190307.pdf\">82 US flagged merchant ships<\/a> in international trade while <a href=\"https:\/\/stats.unctad.org\/handbook\/MaritimeTransport\/MerchantFleet.html#ref_Unctad_2019a\">China has 3,897<\/a>!<\/p>\n<p><\/p>\n<p>It is not a high level of investigative journalism to verify t<a href=\"https:\/\/gcaptain.com\/editorial-admiral-i-am-not-ready-for-war\/\">he US Navy\u2019s total apathy<\/a> for the other half, the commercial half, of Mahanian doctrine. All that you need to do is attend a shipping conference, any shipping conference in the United States, and look at the audience. You will see many US Coast Guard and US Merchant Service uniforms but, during CMA \u2013 <a href=\"https:\/\/informaconnect.com\/cma-shipping\/\">the largest ship owner conference in the US<\/a> \u2013 last year I didn\u2019t see a single US Navy officer. I doubt that I will see many at this year\u2019s event (<a href=\"https:\/\/informaconnect.com\/cma-shipping\/\">which starts tomorrow<\/a>) either.<\/p>\n<p><\/p>\n<p><a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/1960\/may\/mahans-message-merchant-marine\">Mahan believed strongly that commercial shipping was important to naval influence<\/a> and seapower despite technological change but he did acknowledge that technology was important to winning wars and the US Navy is investing heavily in technology. A congressional <a href=\"https:\/\/fas.org\/sgp\/crs\/weapons\/R45757.pdf\">report published last week<\/a> shows that the\u00a0Navy is requesting $579.9 million in FY2021 research and development funding for large Unmanned Vessels (UV) and their enabling technologies. And this is <a href=\"https:\/\/www.economist.com\/united-states\/2020\/09\/21\/america-wants-a-bigger-navy-of-smaller-ships-to-compete-with-chinas-fleet\">just one of many autonomous ship projects<\/a>.<\/p>\n<p><\/p>\n<p>Will these projects help American shipping companies? Will it help the broader maritime industry digitalize? This appears unlikely. Nearly all of the billions of dollars earmarked for ship technology is being <a href=\"https:\/\/fcw.com\/articles\/2020\/02\/19\/navy-budget-tech-williams.aspx\">spent on cyber-security<\/a> and autonomous ships. As <a href=\"https:\/\/gcaptain.com\/imo-cyberattack-has-serious-implications\/\">recent headlines make abundantly clear<\/a>, cybersecurity technology is very badly needed but the technology the US Navy is developing will likely remain classified. \u00a0The autonomous ship projects could prove promising but will it benefit commercial shipping?<\/p>\n<p><\/p>\n<p>Probably not.<\/p>\n<p><\/p>\n<p>The US Navy is certainly\u00a0<a href=\"https:\/\/gcaptain.com\/department-of-defense-taps-sea-machines-for-autonomous-vtol-replenishment-vessels\/\">investing in commercial shipping technology companies such as Sea Machines<\/a> and <a href=\"https:\/\/newatlas.com\/military\/lockheed-martin-study-large-unmanned-surface-vessel-lusv-ships-us-navy\/\">Edison Chouest<\/a>\u00a0\u2013 both excellent companies \u2013 but there is a catch. The money is not going directly to these companies but via partnerships with large defense contractors like <a href=\"https:\/\/gcaptain.com\/huntington-ingalls-makes-strategic-investment-in-autonomous-technology-company-sea-machines\/\">Huntington Ingalls<\/a> and <a href=\"https:\/\/newatlas.com\/military\/lockheed-martin-study-large-unmanned-surface-vessel-lusv-ships-us-navy\/\">Lockheed Martin<\/a>\u2026 companies that are <a href=\"https:\/\/www.nationaldefensemagazine.org\/articles\/2018\/5\/1\/cost-overruns-schedule-slips-the-norm-not-the-exception\">well known for cost overruns and delays<\/a>. How many of those billions of dollars will filter down into budgets that will do the most to solve the problems we face: the R&amp;D budget at\u00a0<a href=\"http:\/\/www.chouest.com\">Chouest<\/a> and <a href=\"https:\/\/sea-machines.com\">Sea Machines<\/a>? 1 percent? Half a percent? One-tenth of a percent? My guess is the final number will be exponentially smaller.<\/p>\n<p><\/p>\n<p>gCaptain reached out to <strong><a href=\"https:\/\/blksail.gitlab.io\/\">blkSAIL<\/a><\/strong>, the MIT startup who\u2019s algorithms powered <a href=\"https:\/\/www.rolls-royce.com\/media\/press-releases\/2018\/03-12-2018-rr-and-finferries-demonstrate-worlds-first-fully-autonomous-ferry.aspx\">the world\u2019s first fully autonomous commercial ship<\/a>. \u201cThere has been some interest <a href=\"https:\/\/seapowermagazine.org\/darpa-working-on-new-unmanned-ship-concepts\/\">from DARPA<\/a> and we had several calls with United States Coast Guard last week,\u201d the <a href=\"https:\/\/blksail.xyz\">COO of the company<\/a> told Captain. \u201cBut the US Navy has not called us yet. Not once.\u201d<\/p>\n<p><\/p>\n<p>If the US Navy isn\u2019t calling the <a href=\"https:\/\/blksail.xyz\">only commercial autonomous shipping startup at MIT<\/a>, the country\u2019s foremost technology institute\u2026 it seems reasonably safe to say they aren\u2019t calling any strictly commercial maritime technology startups.<\/p>\n<p><\/p>\n<p>So while the Navy has announced <a href=\"https:\/\/blksail.gitlab.io\/\">an aggressive multi-trillion dollar plan<\/a> to meet the \u201c<a href=\"https:\/\/news.usni.org\/2020\/09\/01\/pentagon-report-china-now-has-worlds-largest-navy-as-beijing-expands-military-influence\">threat from china<\/a>\u201d by increasing the size of the <a href=\"https:\/\/news.usni.org\/2020\/10\/06\/secdef-esper-calls-for-500-ship-fleet-by-2045-with-3-ssns-a-year-and-light-carriers-supplementing-cvns\">US Naval fleet to over 500 ships<\/a>, and has invested heavily in maritime digital products, the money is all flowing through defense contractors. Very little is entering the commercial side where it could help fix the Manhanian imbalance and assist us flagged commercial interests.<\/p>\n<p><\/p>\n<p>There is another problem with US Naval spending. While the US Navy spends it\u2019s money researching and developing technology for war, China\u2019s \u201cOne Belt One Road\u201d strategy is not only funding cybersecurity and autonomous vessels, the country is pouring money into technology for maritime logistics, infrastructure, and commercial ships.<\/p>\n<p><\/p>\n<p>It seems that, while the US Navy is planning to out-shoot China with smart weapons that <a href=\"https:\/\/www.pogo.org\/analysis\/2019\/01\/the-u-s-navys-titanium-tin-can\/\">cost tens of billions of dollars<\/a>, China is working on <em>both<\/em> sides of Mahainian doctrine and is investing in both weapons technology and commercial maritime technology to defend its interests and improve its maritime influence. They are investing in weapon power, yes, but are spending even more on commercial maritime infrastructure projects, commercial shipbuilding, and \u2013 now \u2013 commercial maritime digitalization technology to build goodwill and <strong>high levels of<\/strong><strong><em> influence<\/em><\/strong> <em><strong>at sea<\/strong><\/em>.<\/p>\n<p><\/p>\n<p>gCaptain will be checking in with blkSAIL and other commercial <a href=\"https:\/\/gcaptain.com\/popular-mechanics-maritime-innovation\/\">maritime digitalization firms<\/a> periodically in the hope that the US Navy invests in these commercial maritime startups (as the <a href=\"https:\/\/www.hanscom.af.mil\/News\/Article-Display\/Article\/2165926\/the-us-air-force-lab-with-masschallenge-selects-inaugural-cohort\/\">US Air Force has already done with great success<\/a>) and we will be on the lookout for Navy uniforms (especially <a href=\"https:\/\/www.secnav.navy.mil\/agility\/Pages\/default.aspx\">US Navy ONR NavalX<\/a> uniforms) during tomorrow\u2019s all-important <a href=\"https:\/\/www.hanscom.af.mil\/News\/Article-Display\/Article\/2165926\/the-us-air-force-lab-with-masschallenge-selects-inaugural-cohort\/\">CMA conference<\/a>.<\/p>\n<p><\/p>\n<p>That said, we are not going to hold our breath. Instead, we might consider opening a gCaptain office in China because that\u2019s <a href=\"https:\/\/www.captainstable.hk\">where ship digitalization is happening today<\/a>, that\u2019s where startups are today getting the checks they need to innovate.
