Wettlauer, Commander of the Military Sealift Command, the president\u2019s of the Marine Engineers\u2019 Beneficial Association (MEBA), International Organization of Masters, Mates &amp; Pilots, and Seafarers International Union flagged \u201congoing and increasingly grave concerns\u201d regarding the mental health and well-being of seafarers.<\/p>\n<p><\/p>\n<p>The letter called out the recent suicide of a seafarer aboard the USNS Amelia Earhart while deployed to the U.S. 5th Fleet area of responsibility. The Navy Times <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/07\/29\/source-deployed-civilian-mariner-died-of-self-inflicted-gunshot-wound\/\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> that a civilian mariner died of a self-inflicted gunshot wound on June 22, citing a Navy source with knowledge of the incident. MSC has identified the victim as Third Officer Jonathon J. Morris, 34, of San Mateo, California.<\/p>\n<p><\/p>\n<p>\u201cThe action cause of the mariner\u2019s actions may never be known, however, the ongoing and selective \u2018Gangways up\u2019 restrictions may have, in some part, contributed to this unnecessary and senseless act. We are genuinely worried that if restrictions are not eased, the likelihood of the shipboard emotional instability will increase. Further, the stress-related fatigue caused by the \u2018Gangways Up\u2019 restrictions could lead to safety and mission degradation and operational mishaps,\u201d the letter stated.<\/p>\n<p><\/p>\n<p>The gangway-up order was <a href=\"https:\/\/www.nautilusint.org\/en\/news-insight\/news\/unions-lobby-congress-to-end-msc-gangway-up-order\/\" target=\"_blank\" rel=\"noopener noreferrer\">put into effect<\/a> back on March 21 to combat the growing COVID-19 outbreak in the United States. The order required all civilian mariners working on MSC ships worldwide to stay aboard and suspended crew shore leave. Despite the order, military workers were allowed to come and go from ships without similar restrictions.<\/p>\n<p><\/p>\n<p>\u201cCouple the disparate nature of the Gangways Up policy with the continuing crisis of overdue reliefs and you have potentially worse disasters waiting to happen on MSC-vessels all over the world. Waiting in-excess of 90 days for relief in some cases is contributing to the escalating anxiety and tensions aboard ships. The current situation is taking a terrible toll on the families of these mariners as well.
